>> hi, everyone. i'm tamron hall. the "news nation" is following major news out of of washington. president obama's dual purpose news conference taking questions and even firing back at republicans as fiscal cliff negotiations seem to have once again come to a stand still. the president officially unveiled his next move to find a solution to a "wake up call to deal with gun violence " following the massacre in connecticut. vetoing john boehner's plan b. if current negotiations fall through. >> it actually means a tax increase for millions of working families across the country at the same time as folks like me would be getting a tax break. that violates the core

principals that were debated during the course of this election. i'm going to continue to talk to the speaker and the other leaders in congress, but ultimately they have to make sure the middle class taxes do not go up and that we have a balanced responsible package of deficit reduck. it's hard for them to say yes to me. but at some point they have got to take me out of it. think about their voters. >> let me bring in the senior editor mark murray. the headline on our first read this morning was the question, what is boehner doing? he is expected to speak in about 15 minutes to i guess counter what we heard from the president. what is this plan b and why is he attempting to push a vote as we understand it, he may not have all the votes needed in the senate as the white house pointed out?

>> plan b is defined as extending all the bush era tax cuts except for income above $1 million. one of the theories he proposed is to get more leverage over the white house and president obama and if the house is able to pass that, they would say we have you cornered on extending the tax cuts and we might be able to sweeten the deal for house republicans. the president bush for john baner is it's not clear. he has the votes to pass that. almost all democrats are opposed to that on party principal. you have seen republican groups like heritage action and club for growth recommend a no vote on plan b. it's a big question whether john boehner has 218 votes to get the back up plan passed through the house. >> the plan b for people who are not familiar would raise taxes on incomes above $1 million, but does nothing to deal with the across the board spending cuts known as the sequester which we

talked so much about, entitlement spending and provisions that the president brought up today. he pointed out laj cally the plan makes no sense when you look at what the republicans said they want to do, particularly attack spending cuts and spending in the country and does not address that. >> the timing is also very important too. this plan b that house speaker john boehner is proposing came after president obama made his biggest concessions in the cliskal cliff debate. as well as actually proposing adjustments to the cost of living adjustments to social security. both of which liberals were not happy about, but they were concessions none the less. then the republicans go to this plan b. as optimistic as a lot of people were after the back and forth counteroffers between boehner and president obama, as

optimistic as we were on monday, people are equally pessimistic with the sense that the government will go over the cliff. >> we have congress debbie wassermann schultz. the president discussing campaign promises and the move on taxes and social security. the compromise he said he believes that people want right now. let me play what the president said. >> sure. >> in order to arrive at a compromise, i am prepared to do very tough things. up until a couple of days ago, if you looked at it, the republicans in the house and speaker boehner i think were in a position to say we have gotten a fair deal. the fact that they haven't taken it yet is puzzling. >> congresswoman, how do you put together the puzzle? why do you believe speaker baner is taking the action he is at

this point? as mark murray pointed out, he may not have the votes in the house for this. >> the president has a point and not only on the items he laid out that he moved on which are coming closer to the republicans on where the threshold would be for tax cuts and spending as well. also savings on entitlement. remember, tamron, last summer we passed a debt ceiling deal that had no revenue and entirely unbalanc unbalanced. those were cuts that most democrats like me spent our career opposing and we knew we couldn't let the united states be in jeopardy and allowing the republicans to play chicken with our economy. about 85 of us voted for that and now there democrats who said we don't love every part of the president's proposed compromise, but we center to make sure we don't go over the cliff and we

give the certainty, ne97% need e tax cut. what plan b appears to be is demonstrating that maybe speaker boehner is unserious and doesn't really care about going-over the fiscal cliff. >> we know where the situation stands. let's be real. combined with the stress that americans are under right now as we watch these children be laid to rest in newtown, all of these things bring home the realities of life and compromise and what needs to be done not only with gun control, but as the president said, the immediate issue of this fiscal cliff. why put the american people through this kind of stress. i want to play what bernie sanders said about the compromise on social security. not everyone will be happy with a deal if it is reached on both sides. >> just a few minutes ago i had

a press conference with all the organizations. they are clear and they said you know what, we sacrificed enough. we lost our eyes and limbs. do not balance the budget on the backs of disabled vets and senior organizations and the american people are saying let's do deficit reduction in a way that is fair. >> so that would mean getting to the table, working out something that is fair, that is also consistent with what the american people have said through the election that they would like to see. >> you can see that the president's most recent offer to the republicans will be a tough sell. it is a balanced compromise. look what plan b does. it allows for more tax breaks. the average millionaire in the proposal from john boehner gets about a $50,000 additional tax break. the middle class gets increases because their plan eliminates the child care tax credits and

others that the middle class enjoy. it increases costs in medicare because it doesn't deal with the rate cut for providers. the most baffling components of it, there no spending cuts at all in the republicans's plan b proposal. when i say that it seems clear they are not serious, it's for those reasons. where is the balance and the seriousness that the republicans need to continue to sit down with the president who has been more than willing to compromise and made significant moves towards the republicans and instead the republicans turn and run the opposite direction. it's not just baffling, but irresponsible. >> thank you so much for your time. greatly appreciate it. while the question took question after question on the fiscal

cliff, he opened with an announcement of his first move towards curbing gun violence days after vowing meaningful action in response to the murders of 26 adults and children inside that connecticut school. the president just this afternoon announced the creation of a wide scale task force. the president stood next to vice president joe biden who will head up the task force and told the american people this is not another washington commission and instead a group responsible for looking for real reforms by next month. >> if we are going to change things, it will take a wave of americans. mothers and fathers, daughters and sons, pastors, law enforcement, mental health professionals and gun owners standing up and saying enough on behalf of our kids. it will take commitment and compromise and most of all it will take courage. like the majority of americans, i believe the second amendment

guarantees a right to bear arms. i am betting that the majority, the vast majority of responsible law-abiding gun owners would be the first to say we should be able to keep a law making few from buying a weapon of war. >> joining me now, radio talk show host michael smerconish, national political reporter for real clear politics and professor at the state university of new york and author of the book the politics of gun control. thank you all for joining me. professor, i like to start off with you. senator from west virginia was one of the first nra supporter who is came out earlier this week and said that something needed to change. he is now saying i am not supporting a ban on anything. i am supporting a conversation on everything. he went on to say i can't say yes or no to any of these

things. senator praised at the beginning of the week and at this point saying i am not supporting a ban on anything and said he was proud of the nra for offering to have a statement here on friday. is this what you talk about when you refer to the politics of gun control in this country. this gamesmanship as it seems? >> sure. gamesmanship is part of the political process. it teams to me that the senator is holding his cards close to his vest. he doesn't want to be in a position to say yes, he support this is or opposes that. there is no good reason for him to offer policy matters until vice president biden's commission delivered the report and we have a series of concrete proposals that are off to the congress shortly after they convene at the start of january. >> the senator said no hunter needs an assault rifle. the people said he needed to

make a move. we saw this announcement and behind the scenes, some of the main objectives are to focus on high capacity clips. nancy pelosi wants a vote as soon as possible, maybe this weekend having the republicans bring something on that loophole that we discussed and assault weapons. the president taking a big step in pointing out this is not just another commission that will look at ideas. he wants to see action here. >> part of the reason for having these task forces is because they want to keep it in the news and they want to keep the momentum on it. when we have a new congress after new year's, they will hold hearings and see parents of some of the victims from not just this tragedy, but others in the past few years come and testify. they want to keep the momentum coming so they can hold votes soon on the measures that a lot of people do support. >> it's interesting to keep it in our minds the fact that anyone can forget what is going

on right now, the burial and the funeral of these beautiful adult and beautiful children whose futures were erased. it's incredible. the president pointed out a template that can be worked from legislation that was pushed by joe biden in 1994 and banned the manufacture of 19 military-style assault weapons and the manufacture of assault weapons with combat features and high capacity magazines of more than ten rounds. it is more than it seems than putting together a conversation. there is a template to put together legislation beyond trying to poke our memories and remind us of the unforgettable. >> no question about that and think there has been recognition. i think the nra being silent and coming out and saying that they want to work together with people who want to have legislation here shows

encouragement to those who want to see something passed. they know something will be done and they want to work together as opposed to being stubborn. >> we have to wait to see specifically on what the nra planned. i say this. chuck todd pointed out that they are prepared to offer meaningful contributions. this is what was airing on the nra webcast. that was very different from the statement that they released. let me play what happened. >> good advice for senator feinstein and some of those anti-guns. listen to the survivors at the school. these gun-free zones are not the answer. people are left and adam landry knew what he wanted to do. >> that was the webcast saying that the gun-free zones are not the answer. you would want guns in school zones.

michael, is that different than the statement of meaningful contributions that the nra said they are ready to discuss? >> we are going to find out on friday. that's when they have a pressure in washington and come forth with whatever their contributions might be. i think the nra will make a gross calculation if they maintain that line in the sand and that position of never giving an inch. one practical consideration in my home, we have four kids. the gifts are wrapped. this won't be a holiday season where we get into christmas and forget. for parents it's going to accentuate the recognition of what went on in connecticut. the thought that i can't get out of my head are those 20 or so homes where similarly there gifts wrapped and come christmas day the kids won't be there to open them. that feeling will be perpeduated through the holidays and people want action in january. >> the president talked about a

wave of people, not just parents like yourself. i live with no children, but no way i will forget and any of my friend who is don't have children forget what happened. the compassion does not come from being a parent. i think it comes from being a human being and seeing what happened there. that's why the president said law enforcement, married or single and child or childless, everyone needs to come for a valid conversation on this. i want to play what gun owners are saying is happening as maybe some of these nra members or enthusiasts are worried that perhaps that their rights will be taken away and they won't have the ability to purchase guns. let's play it. i'm sorry. we need to go to speaker boehner right now. >> the president promised the american people a balanced approach. i hope that the president will get serious soon about providing and working with us on a balanced approach. tomorrow the house will pass

legislation to make permanent tax relief for nearly every american. 99.81% of the american people. then the president will have a decision to make. he can call on senate and democrats to pass the bill or he can be responsible for the largest tax increase in american history. >> speaker boehner with very brief remarks there and you can tell by the body language and his short remarks that does not sound optimistic. do we have mark murray? let me get you to hang on. make sense of what happened. >> a lot of people were expecting a press conference and not that simple. what struck me is he said we will pass tomorrow plan b. plan b is extending the bush era

tax cuts for income up to $1 million. the fact that he was so confident in saying that and you and i were talking about we are not sure he has the votes. there will be few in any democrats supporting it and many republicans voiced skepticism and some outside groups like the club for growth and the heritage foundation and the action voted and recommended no votes. >> what is fueling his confidence? >> i don't know. it depends on how seriously he is going to be having his whip operation going. in first read, we asked the question how much more attention would john boehner give the negotiations one on one president obama or trying to whip his own republican caucus on the plan b. it looks like it's now the latter. they will try to do everything they can to get 218 votes, but it's not going to be easy.

>> this is absolutely baffling for so many reasons. you have speaker boehner coming out with this beef statement and not taking any questions. if that was supposed to be a response from the president where he took a series of questions at least defending or attempting to explain his stance, one wonders and i have to go back to what you wrote in the first read, what is boehner doing here? we know the timeline. it seems as if there was a point where there was conversation and a falloff and then we are back at the two of them meeting. they have not spoken since minute. there has to be some leverage that speaker boehner if it's real or fantized he believes is there, otherwise you have to understand and know you know this. people are baffled by what is going on here. pa pa. >> it seems to be a lot more leverage if we do go over the cliff. there is a lot of pressure for

congress to cut a deal and protecting middle class taxpayers and people think president obama has the leverage there. you look at the public polling and one other thing we pointed out, president obama has the bully pulpit throughout the month of january. you will have his state of the union address and inaugural address and of course as he mentioned in his press conference that was solely supposed to be about guns and the violence we saw last week in newtown, he used his bully pulpit to get his message across wanting compromise. john boehner tried his attempt and that was very, very short. >> you talk about if we go over the cliff, republicans may not realize it since you brought it up that the president has his inaugural address january 21st and the state of the union address as well. developing news that happened before we went on air, the organization backed by grover norquist said the plan b would not violate the pledge some republicans have signed saying they will not raise taxes

despite the fact that this plan b raises taxes on people who makeover $1 million. they are giving them cover. >> right. house speaker john boehner's office was spending out the statement to reporters. that is good news for them. equally troubling are the other groups that i mentioned earlier like the club for gleeth have come out against the deal. that has to be concerning to them. >> thank you for sticking around following this developing news and the brief remarks from speaker boehner. we appreciate your time. thank you. we also would like to thank them and bring you developing news after a sharply critical report on the bengazi attacks and systemic failures. several officials in the last couple of hours announcing they are resigning. what does the report mean for outgoing secretary of state hillary clinton?

heroism on the ground on september 11, security was inadequate for the threat that they faced. as the review board underscored that there were indicators that for a variety of reasons through the summer leading up to september 11 that the state department misjudged and under estimated. >> as the first read team noted this is not the way that secretary clinton would like to end her tenure. what impact did this have on her legacy and her political future if they choose to pursue the options. >> as the report said also, the say the department's budget is the defense department. they put a very significant amount of emphasis on protection and the state department needs to as well. they detail whenever you have an

unexpected situation, unexpected requirement that we had in benghazi, it has to come out of somewhere else. they have been good and trying to balance these things and ultimately it needs more resources and more support and able to handle what it calls expeditionary diplomacy, putting people like these in very, very difficult and dangerous situations. >> back to the question of what this does for secretary clinton's record. she supposed to identify and will not be able to due it an illness. this is what the ambassador had to say regarding secretary clinton. let's play it. >> when you don't want to go to a meeting or conference or event, you have a diplomatic illness. this is a diplomatic illness to beat the band. i hope it's nothing serious, but this was revealed in a way that i think was not transparent. >> your reaction to that

comment? >> it's outrageous. look, this happened on hillary clinton's watch and is going to be part of her record as secretary of state. i use an analogy that in some cases we won't know for a number of years the investments we made in countries like afghanistan, iraq or libya will pay off. not so long ago, we were bottling libya because of their support of terrorism. about 20 years ago or 24 years ago at this time of year, libya brought down pan am 103. in this transition that is very, very meaningful and obviously involves risks and costs and dangers, we will have to wait and see. if years from now or ten years from now, libya is a constructively player and we will still regret the loss of chris stevens and the other three americans, we regret that

done to her. she was shot in the head. we see her and love her and think she's a hero has pure potential. we will see what she does from here on out. she has the platform and financial backing. >> she in the process of recovering. >> she is recovering. we expect big things from her, but the combination of impacting the past and potential in the future, we had to go with her. >> i was struck by the fact that you had the president giving this news conference and we talked about republican opposition and maybe they don't get that i won and the other guy said i won this despite the disappointment, it seems as if the republicans want to say no because it is me. here he is noted for being the person of the year because he brought so many and was inclusive and brought people from different walks of life into the political fold and that's why he is still in the white house. >> the movie gladiator where the roman soldiers are saying these

people don't know when they are defeated. the republicans lost. news flash. >> go on. what happened in the movie? >> the fact of the matter is sometimes they have to be reminded. the president is a unifying force. the election still stands as almost unbelieve to certain elements of american society. that's okay because there is a process going on and a process of recognition. we are a changed country. one of the things they pointed out that was eloquent is we are seeing a change in our country before our eyes. >> i'm sorry to interrupt, butdaley and by the moments, the newton massacre, we have a photograph of the president actually working on his speech, that's what he is doing, but the location just is amazing. she at one of his daughters' dress rehearsal for the nut cracker. he couldn't attend because he had to get to newtown.

he is being a parent and the leader of this country. >> it's poignant and we had begun the process and we were pretty sure he was going to be person of the year long before six days ago, but if you see his performance and a president is the mourner in chief. this is not his first massacre he provided over. >> the fourth time, as noted. >> he got a lot of simple, this being an issue he hasn't taken on. >> what has he been doing? i have been to two wars and dealing with the economy. i'm not just sitting back. >> this one touched him differently and i think he has come a long way that that this moved to the front burner. something none of us expected. >> the candid moments and the picture with the president and a staffer's middle boy dressed as spider man. that reminds me of every warm

moment in one photograph. the president embracinging the first lady election night. her role as this new kind of first lady and this new first family. a color in the white house now reelected. >> i have to say, i don't know if it's because we have kids the same age as sasha and malia or because the first lady reminds me of my own wife, but i get the sense i'm not alone. in looking at this family and saying that's my family. looking at the relationship between the husband and wife and think gosh that reminds me of how my wife and i interact. the children, there is a warmth and familiarity that i realize i'm biased, but if i try to peel away the sort of politics of it and look at the human element, this is an american family. >> i don't want to one-up you, but what if you are african-american? that's why 98% of

african-americans believe their lives would be better by decisions made by this president and his policy, not for the 47%. >> i can't one-up bet, but jews and latinos, you are not alone in appealing. we are feeling it. >> a big part of the story is despite the narrative of the election, we got internal polling data from the democrats and the republicans. from the democratic side, the ace in the hole for obama seems to be forget the hope and change stuff, he pulled incredibly powerfully that obama cares about me. obama is a real and genuine person. on the republican side, their real problem was even if people professed to hate obama and everything, even they could not say they doubted his integrity or thought he was a bad guy. >> can we take a moment? on the tell uses it is worth pointing out, we have health reform and getting out of this

here? >> this week a bunch of us are urging speaker boehner to start with passing a ban on these assault clips that go into the guns. the gunman in connecticut had two clips with 30 rounds of ammunition that allowed them to shoot all of those wonderful children so quickly. in aurora that is right next to my district and unfortunately i have columbine in my district. the shooter had a 100-round cartridge. the only purpose of these cartridges is to kill people. we think we can come together in a bipartisan way and show americans that we recognize there is an issue here that we know we need to work indepth on comprehensive legislation. this is something that we can do right now. >> what is incredible, the mere fact that we are discussing this, i want to play sound from

gun shop owners. the mere that that there is a discussion on what to do next with reasonable and common sense gun laws. let me play what they said is happening. a gun on guns in certain states. >> people feel insecure about the surroundings and the future are purchasing weapons. >> wanting to take care of themselves and their safety and the safety their families. >> in your state gun sales reached a peek after the aurora shootings and a record number of people tried to give background checks and a 41% increase in people wanting to at least purchase a weapon. what does the nra need to say in the news conference? >> what they need to say on friday is they recognize there is a problem in this country and they are willing to come across and work with us on common sense legislation. look, i'm a westerner. i believe in the second amendment and that people should be able to have guns for hunting

or self defense, but there is no reason why a mentally unstable person should be able to take a semi automatic weapon and one of these high capacity ammunition clips and kill in the case of aurora scores of people in 90 seconds and in the case of connecticut shoot 20 beloved kids and their teachers within ten minutes. no reason why we should tolerate that in our society. >> we're appreciate your time under these circumstances and i hope we have an opportunity to speak with you further on the topic. thank you. we'll be right back.
